Chemung modified car counts?

What is the reason for a low car count in the modifieds? Is the starting time too early for teams to get there or is it for some other reason? The racing has been good this year but some more cars in the field would make it that much better.

You tell me. Gary Noe brings 3 cars to the track, gets 3 tires for each per the 1 tire rule and the 3 tires end up on Hanburys car/

True? or//not? If $hit like that goes down hardly hard to figure out why the cc is down. That is low rent if true.
